Week 202645

Uruguay’s National Ports Administration (ANP) has launched a tender for a specialized consultancy to draw up a 2027-2040 Port Development Master Plan, setting a long-term strategy for infrastructure, capacity and operations across the country’s port system.

The study will assess future demand, infrastructure requirements and potential new projects while examining how ports can be better integrated with Uruguay’s wider transport and logistics network.

ANP President Pablo Genta said the plan is intended to serve as a long-term roadmap for integrating ports more efficiently and competitively with rail, road, air and inland-waterway transport.

The strategy will be developed in consultation with the port community and is also expected to feed into Uruguay’s Integrated Transport and Logistics Plan, led by the Ministry of Transport and Public Works.

Uruguay port master plan to cover 10 ports

The study will include the commercial and recreational ports of Montevideo, Juan Lacaze, Colonia, Nueva Palmira, Fray Bentos, Paysandú, Salto, La Paloma, Carmelo and Piriápolis.

It will also cover other facilities linked to the national port system, including Puntas de Sayago, Puerto Capurro and the Rivera Inland Multimodal Port Terminal.

The broad scope gives the project a national dimension, extending beyond Montevideo and the country’s main commercial gateways to include inland, river and regional logistics facilities.

Infrastructure, logistics and demand among key areas

ANP requires bidders to assemble a multidisciplinary team covering at least six areas: project leadership, port infrastructure, logistics and market analysis, port operations and safety, environmental management and sustainability, and legal affairs.

The resulting master plan is expected to address both physical infrastructure and operational requirements, alongside demand scenarios and opportunities for future developments.

That combination is particularly relevant to Uruguay’s role in regional logistics, where ports such as Montevideo and Nueva Palmira serve not only domestic cargo but also trade flows linked to neighboring countries and the wider River Plate basin.

Offers due in December

The tender is being conducted under Abbreviated Tender No. 29296.

Bids are scheduled to be opened on December 16, 2026. Once the contract is signed, the selected consultancy will have a maximum of eight months to complete and submit all work required under the tender.

The Uruguay port master plan will ultimately provide ANP with a planning framework extending through 2040, linking port development decisions with projected cargo demand, infrastructure needs and the country’s broader multimodal transport strategy.
